IS Program


Implementation Support (IS) Program provides support for direct service staff to make post-training transfer of learning to child welfare practice. The IS program also provide post-training support to casework staff to sustain implementation of the state Illinois Department of Children and Family Services’ (IDCFS) Family-centered, Trauma-informed, Strength-based (FTS) Child Welfare Core Practice Model.  IS program staff served as the primary trainers of the IDCFS Learning Collabortive Initiative which introduced the current model of FTS practice to the field.

The IS program also includes two specialized staff with expertise in support of the Federal Permanency Improvement Initiative (PII) Grant.  These staff are certified as fidelity monitors of the TARGET treatment model used in the Federal Grant program and the support the training and professional development of individual therapists using the TARGET model.


The IS program uses the targeted application of transfer of learning methods, coaching techniques, facilitated group processes, and self-directed learning experiences, to support direct service staff and newly hired caseworkers in progressing toward skill enhancement, implementation of key practices, and sustainability of FTS service delivery.

Current Initiatives:

  • Development of curriculum and delivery of the Model of Supervisory Practice;
  • Trauma-informed practice workshops:  Trauma 201 and Vicarious Trauma;
  • Development of and delivery of TARGET workshops for therapist, coaching of therapist and fidelity monitoring.
